Praveen Chidambaram 86fa95cfca msm: pm: Remove unused latency and residency values ...

Targets that use cpuidle use power calculations to determine the
sleep mode that the cpu can enter. Older targets without cpuidle
will still continue to use residency and latency to determine the
sleep mode to enter.
