Sameer Thalappil e187c3d85b wcnss: remove LVS1 vote from APPS ...

LVS1 is now turned ON by bootloader; and APPS don't need to vote for this.
RPM was turning ON this rail irrespective of any votes, it doesn't need
to do that anymore.
