Shuzhen Wang 551bb3d820 camera: ispif: Improve start/stop/reset sequence. ...

Halt ispif immediately before stopping sensor streaming,
and start ispif before start sensor streaming.
Handle ispif reset properly using wait_for_completion*
instead of msleep().
