rmpkg(x11/obconf,x11/libglade): Replace obconf with obconf-qt
...
- obconf is unmaintained and has not seen a release since 2013.
- It is the last package keeping libglade alive, which requires host
python2 to build (see #21376 ).
- It duplicates functionality with obconf-qt, which here is proposed
to replace obconf.
