8c52b9deac chore(main/liblog4cxx): need to use newest-tag for auto-update 
As reported by ./scripts/bin/check-auto-update script.

Fixes termux/termux-packages#12102.

2c272d8a02 chore(main/liblog4cxx): no need to build in source or force cmake 
Out of source seem to work fine, and cmake is used automatically.
