termux-pacman-bot d2604bf68d dropbear: enable config file (#25187) ...

`dropbear` supports building with config file support as of 2024.
The config file path is `~/.ssh/dropbear_config`,
the syntax is compatible with OpenSSH's `~/.ssh/config` file
