termux_step_post_massage() should not make changes that causes TERMUX_PREFIX and TERMUX_PKG_MASSAGEDIR to diverge. When we build packages without -i/-I this can cause build errors, as evident from discussion in https://github.com/termux/termux-packages/pull/20411. Also update header list, tic.h and nc_tparm.h no longer exist. This essentially reverts commit 276ebf803df7 ("ncurses: symlink headers in `post_massage` step").
