termux-pacman-bot 69190aeea3 fix(main/gdal): depend on libwebp ...

libjxl-progs pulls in libwebp, and gdal then detects and links against
it.  Declare libwebp as a dependency to make this explicit.

Fixes termux/termux-packages#12611.
