termux-pacman-bot fb9e62b33b chore(main/swift): Switch from clang-15 to clang-17 ...

This is one of the last few packages depending on host llvm 15 being installed.
Soon the transition to llvm 17 is complete, and we can drop llvm 15 from
the Docker image for size and maintenance reasons.
