Oliver Schmidhauser bf5bf339fb Provide a better description for the rcs package (#1691) ...

When i misspelled `cp` to `co` it told me to install the package `rcs`
for it. Not knowing what it was I called `apt show rcs`. But the
    description didn't help me at all.
So I copied the description from Debian.
