termux-pacman-bot 246a166574 build-package.sh: fix bug with TERMUX_FORCE_BUILD and add new flag -F (TERMUX_FORCE_BUILD_DEPENDENCIES) (#13861) 
This add-on requires careful review and testing, but this will not interfere with compiling packages.
