msm: acpuclock-8960: Drop S8 regulator vote to 2.1V
Additional power saving can be achieved by allowing this regulator to go down to 2.1V. This should have no effect on the HFPLLs, as they run from a lower voltage sub-regulator (L23), not directly from S8.
