Lynus Vaz bdb0c07e65 msm: IDLE_TIMER wakes up waiting processes 
The msm_idle_stats_update_event() function is now a public function.
In case of IDLE_TIMER expiry, kgsl calls this function to immediately
wake up waiting processes.
