6a84556fa4 fix(main/libgnustep-base): remove build tool manipulation 
- Fixes build with NDK r28c (after https://github.com/termux/termux-packages/pull/25627)

- No longer necessary after fixing `gnustep-make` to not put `$TERMUX_PREFIX/bin` in `$PATH` or `$TERMUX_PREFIX/lib` in `$LD_LIBRARY_PATH`

fe45c3600e fix(main/gnustep-make): prevent GNUstep.sh from prepending $TERMUX_PREFIX/bin to $PATH 
- having `$TERMUX_PREFIX/bin` in `$PATH` severely breaks cross-compilations

- on-device builds already have `$TERMUX_PREFIX/bin` in `$PATH` at all times, so editing it is not necessary for on-device builds

- for similar reasons, also prevent `GNUstep.sh` from putting `$TERMUX_PREFIX/lib` in `$LD_LIBRARY_PATH`

ef5991002b rmpkg(x11/hexchat): Remove unmaintained gtk2-using package 
Remove `hexchat` as:

- It's a networking-facing program officially unmaintained and github archived since
  [2024-02](https://hexchat.github.io/news/2.16.2.html).
  - And was (as the post notes) in practice unmaintained years before
    that.
- It's using `gtk2`.

29d16b11da rmpkg(main/chibicc): Remove old unused package 
Remove `chibicc` as:

- It's abandoned - last commit 2020-12.
- It was a toy/instructional C compiler mostly for learning. Could not
  build much real-world projects then, and less so now.
- It's only available on x86_64 (due to `TERMUX_PKG_EXCLUDED_ARCHES`), a
  small portion of Termux users.

In summary the package provides little (no?) value and is probably not
used by anyone.

a31744365f fix(main/harfbuzz): correct shared library suffix in harfbuzz-config.cmake 
- Fixes `$TERMUX_PREFIX/lib/cmake/harfbuzz/harfbuzz-config.cmake` to contain references to only `libharfbuzz.so`, not `libharfbuzz.so.0.61220.0`, because Termux `harfbuzz` does not contain `libharfbuzz.so.0.61220.0`.
